Abstract

Objective: To characterize the territorial cultural policy of Manizales based on the normative and planning framework that defines it, the cultural practices and the symbols and imaginaries that it projects. Method:Incorporates trialectic thinking to the multicriteria method to identify tensions between different cultural agents, their unbalancing factors and the search for new balances or mediations. Originality: Emerging thinking on which it is tried to contribute elements towards the identification of multidimensional alternatives for the construction of base lines of valuation and projection for the management of local cultural public policy. Results: It shows that the characterization of the territory is essential for its formulation and comprehensive participatory management. It shows asymmetries in its design and management. It recommends revising the cultural policy adopted by decree and without consensus. Limitations: Deficient scope in the formulation of cultural public policy. Absence of a comprehensive local cultural information system for decision making.
