Abstract

Managerial reforms presents serious limitations, without a comprehensive State Reform in Mexico. It is necessary to conceive an ad hoc model of public administration for the Mexican case, that incorporates the main characteristics of the public administration culture of Mexico and takes into account the fact that public administration results from a complex historical process. It is also necessary to incorporate civil society in the discussion about the administrative reform creating conscious that an efficient government could become in a competitive advantage for the country
