Abstract

Karl Deutsch points out: "No policy can be put into effect without an administration, because while it is the parties that organize to demand what must be done and the executives who come to office to say how such things must be executed... it is the men who are on the scene; the administrators who must execute them. Bad administration, even when there is a good policy, can make or break the policy. For a policy to work, or for a leader or a party to have real power, they must have the support of a body of administrative personnel that is sufficiently loyal and competent to carry out their orders."
