Justifications and lamentations about the war in Yugoslavia or the end of the international order and the logic of punishment

Abstract

In order to be methodical in addressing this complex issue, which is of no indifference to any of us, I have divided this essay into four parts. In the first, I will analyze the historical origins of the creation of the Yugoslav State up to what I have called the Fourth Yugoslavia. In the second, I will describe the justifications put forward by the Atlantic Treaty Organization (NATO) for the start of this so-called humanitarian war. In the third part, I will attempt to counter the theses put forward as justifications with arguments and data that will allow me to analyze these justifications, which I have posed in the form of questions:
What is a humanitarian or just war? Is NATO legitimized to act on behalf of the international community? What should be understood by humanitarian aid? Is S. Milosevic's government a dictatorship? Is the Kosovo War practicing ethnic cleansing and genocide against the Albanian-Kosovar people? Is it possible to believe that there is nothing against the Serbian people even when their cities are bombed?

In the fourth part, I discuss the expected consequences and reach some conclusions about the conflict.
