Abstract

This study presents an analysis of the vicissitudes of the decentralization process of the education system in Mexico, over five administrations (1973-1995), from the creation of the first nine Decentralized Regional Units of the Ministry of Public Education (SEP) to the National Agreement for the Modernization of Basic Education (1992) and the process known as "Educational Federalism." The study's sources include not only documentary information, but also experiences gathered in interviews with state and federal education officials and direct observations by the authors themselves. The analysis concludes with a set of working hypotheses on the prospects for the decentralization of education and its foreseeable impacts on educational institutions.
