Abstract

This study aims to establish general frameworks of reference for planning the development of higher education institutions (HEIs) during the period 1989-2010, using information gathered from an analytical study of more than twenty papers conducted by Mexican researchers and experts on the forecasts for social macrosystems in the coming century.
