Abstract

One of the issues that has most concerned public administration scholars in recent times is the scope and nature of the discipline. Defining the object of study of public administration has become a scientific, academic, and professional necessity. Indeed, several authors, including Parker, Dewight Waldo, Gerald Coiden, Riggs, Lynton Cadwell, and Latin American authors such as Mario Friero, Wilburg Jiménez Castro, Omar Guerrero, Leonardo Santana, Alejandro Carrillo, Rubén Chañes, Carlos Sirvent, among others, have all sought the identity of the discipline through different avenues within the social sciences.
