Abstract
Human resources planning was developed during the 1960s and was gradually adopted by an increasing number of countries in the 1970s. It now needs to be revised to adapt it to the situation of the 1980s. This review should not only focus on forecasting techniques, but also on a diagnosis of the new situation.
