Abstract

The renewal of men in Mexico has recently acquired great importance. Full economic and social development cannot be conceived without the increasing development of the human resources available to the country and its government. But the transition from an underprepared and inflexible administration to a highly dynamic, modern, and efficient one raises numerous political, educational, and technical problems.
