Abstract
To carry out a task, there are only two ways to do it: someone who knows how to do it tells us how, for which they charge fees, royalties, and patent rights; or we discover it ourselves, in which case it requires time, effort, and inventiveness. The first situation implies a certain external dependence, which, in sophisticated and rhetorical language, is called "technology transfer," payments for technology, or "importation of technological services."
